The financial cost of Local Law 18 to homeowners is real and documentable — foreclosure filings, forced sales, mortgages that went from manageable to underwater in a single fiscal year. But the loss that homeowners describe most often is not primarily financial. It is the loss of autonomy: the sense that a home you own and live in is no longer fully yours to use.
